You find shirring everywhere these days. Gathers, pleats, ruching and rows of stitching all make up different forms of shirring--an application process used a lot in evening and bridal wear.  Shirring can be out of the same fabric as the rest of the dress or something separate, usually lighter fabrics placed over lace that shirr nicely like tulle, chiffon and silk gauze.  This creates a kind of gossamer effect that's especially pretty when seen close up.
